Media and Communication Officer Vacancy – Food Security GEF-LDCF-I Project

The primary function of this post will support the Project Management Unit and all Project Implementing Partners (PIP) in communication outreach and public relations to implement the Project Communication Strategy and Action Plan

Enhancing National Food Security in the Context of Global Climate Change’, also known as the LDCF I project, is a multi-sectoral initiative led by the Ministry of Environment, Lands and Agricultural Development (MELAD) with technical support from the UN Development Programme and finance from the GEF Least Developed Countries Fund (LDCF).

Focused on three pilot islands – Maiana, Nonouti, Abemama – the project works with a number of Ministries to achieve its goals. The project is set to run to Jan 2021. Learn more at www.environment.gov.ki

 Duties and Responsibilities

Under the guidance and direct supervision of the Project Manager (PM), the incumbent will be responsible for internal and external communications of the project including periodic updates and dissemination of results achieved, synthesis and analysis of lessons learned and production of various communication materials.

Summary of functions:

a.       Implementation of the project’s communications strategy and action plan;

b.       Work closely with MELAD, the UNDP Pacific Office in Fiji and Regional Hub in Bangkok to ensure effective communication of the project activities to the relevant parties;

c.       Communications with project partners and stakeholders to ensure adequate awareness of the project and its progress, and that there is a mechanism for feedback. 

d.       Deliver quarterly reports (eg newsletter) on communications activities, outputs and impact.

e.       Based on the communication strategy and action plan, develop a training of trainer’s manual and conduct training on at least 3 prioritized communication actions/activities and while also developing at least 2 communication products for each project activity including, at minimum, a local press release and social media posts.

f.   Provide mentoring support to the project stakeholders (Government sectors) responsible for outreach and communication outputs for example, blogs, press releases, social media posts.

g.       Establish a database of all internal and external communication materials with a corresponding file management system;

h.       Act as the communications and media focal person for the project and conduct outreach to local media, including national radio and newspapers, to promote the project and its goals, activities and achievements.

i.         Capture high-quality photos and videos documenting the progress of the project.

j.         Ensure that all print, digital and audio publications and communication materials are in alignment with the MELAD and UNDP publication guideline and that of donor partners (including logo placement and donor acknowledgement across products);

k.       Coordinate with communications counterparts in the relevant ministries; as well as the UNDP Pacific Office in Fiji and UNDP Asia-Pacific Regional Hub to ensure international visibility for the project, its goals, activities and achievements.

l.         Produce a range of communications products – including web and social media updates, videos, photos, human interest stories, news articles and printed materials – to ensure maximum exposure of the project, Government of Kiribati, GEF, partners and the UNDP Pacific Office in Fiji;   

Key selection criteria

 Qualifications

•        Bachelor’s degree in Journalism, Environmental or Marine science or related field/equivalence

·         Postgraduate qualification in same discipline (above), would be at an advantage

 Knowledge and experience

•        at least 3 years work experience in communications, social media (including fb), designing & branding, networking to increase visibility

Essential skills

•        Experience with local communities, organisations, Ministries and sponsors/donors

•             Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

•        Ability to work under pressure and deliver high quality results on time.

 Interpersonal skills

•        Ability to work in a multi-disciplinary team, inclusive and equitable environment

•                     Strong interpersonal and networking skills with demonstrated experience working with stakeholders at all levels on confidential and sensitive issues.

Language skills

•        Fluency in both written and spoken English and I-Kiribati.

 

Salary: L6-5/4 (Starting salary depends on work experience)

Contract Duration – June 2020 to January 2021 with possible extension subject to funding availability and satisfactory performance
